This is big news if you are in the solar biz with Palo Alto in your service area.

They have an independent electric utlitly - City of Palo Alto Utilities (CPAU) - one of the few - which gives them flexibility to create their own programs.

For installers, 

There was a student question in the course about the permit process.  Please note specifically for the permit process for Palo Alto for the Pre-Submittal checklist requirements for commercial photovoltaic permits.

I.  ELECTRICAL:

If you notice, each item in the permit process requires specific code requirements are to be met.  California is on the 2008 revision of the code and may be viewed here:

II.  BUILDING:

For example, the California Building Code would be located here:

1. Specifically the City of Palo Alto permit workshops have been held at UL in San Jose, CA.  Palo Alto is generally strict and is unlikely to allow to use the 2011 as (FPN) fine print note to the NEC 2008.

2. Overall the city of Palo Alto has been lead in the permit process as the City of Palo Alto permit trainer had become the IAEI (International Association of Electrical Inspectors ) Northern Chapter President.  

3. Workshops including PV specific are held with the International Code Council (ICC)  Peninsula Chapter located here:

Knowledge of the building code in addition to the electrical code is very important and relevant for PV installations:

A. For example, a wire from the under the array which touches the roof is a violation not only may violate the securing and supporting requirements of the electrical code, but would be a violation of the building code as well.  

B. Sometimes a PV installation may violate the building code and not the electrical code.
